This public art installation celebrates the life and contributions of Arthur J. Will, who served as chief administrative officer of L.A. County from 1951-57. His vision helped to bring about the Civic Center. The best time to is visit at night when you can best see the water show with LED lights. The fountain features a 50-foot water spray that appears to overflow into a six-foot waterfall, and a lower membrane pool with a quarter inch of water and 79 jets that allows visitors to play in the attraction.
