George Keller designed the Romanesque arch in 1881 and it was dedicated in 1886. As the first triumphal arch in America it commemorates the 4,000 men from Hartford who served during the Civil War as well as those who were KIA. Constructed of brownstone obtained locally in Connecticut, the arch was a breakthrough design that didn't follow the conventional triumphal arch model of the period.
