The Handley Regional Library in Winchester, VA was established through a bequest by Judge John Handley, who left funds in his will for the creation of a library to serve the people of Winchester. The library, designed by the renowned architect J. Stewart Barney, was completed in 1913 and has since been a significant cultural and educational institution in the region. Over the years, it has expanded its services and facilities, becoming a cornerstone of community life in Winchester and the surrounding areas.
